Dan Cougill was an outstanding Mayor of the Ciry of Charleston who not only transformed the City in a very positive way but Coles County as well. In the mid 1990’s, He came up with the idea of a community strategic plan (“Charleston Tomorrow”) which involved continuous citizen participation. At Dan’s insistence, each plan recommendation had both a cost and a timeline associated with it. The plan was a critical boost for the adoption of the City Manager form of government for Charleston. Dan’s leadership also inspired similar planning efforts from the City of Mattoon and the Coles County Government. The Charleston Tomorrow plan was later recognized by the IL State Government as the top plan of its kind. It should also not be forgotten that he was instrumental in obtaining a 2.8 million dollar federal government infrastructure grant whose implementation spurred the development of the Coles Business Park.
